The commission serves as an effective resource to the City of Norfolk and to arts and cultural organizations. It promotes the success, enhances the quality, and increases the availability and awareness of artistic and cultural experiences for the benefit of the citizens of Norfolk and the region. The commission, through the department of development, advises the city council on requests for city funds, awarding approximately 800,000 annually in support of various arts organizations and programs. Additionally, it sponsors Arts Within Reach, a free outreach program bringing the arts to new audiences in the community.
